Is it because a consumer is more engaged in the manufacturer's site due to promotions / points of interest, or is it because the site is less functional so it requires a consumer a greater amout of time to navigate the site to find the information they are looking for? 

Have you thought about measuring the consumer's satisfaction with the site?

Cool topic. I wonder how it would be reflected by consumers directly on a dealer's site.</description>
